CaoCao Inc. Launches China’s Next-Generation Purpose-Built Robotaxi Strategy, Targets 100,000 Autonomous Vehicles by 2030
HONG KONG – CaoCao Inc. has marked a major milestone for China’s autonomous mobility sector with the announcement of its plan to deploy 100,000 fully purpose‑built Robotaxis by 2030. The milestone was revealed during Geely Holding Group’s 2026 Strategy Briefing held on January 22, positioning CaoCao as a key driver of large‑scale commercial autonomous mobility both in China and internationally.
As Geely Holding Group’s core Robotaxi operations platform, CaoCao has built an integrated three‑pillar development model consisting of intelligent purpose‑built vehicles, intelligent driving technology, and intelligent operations. This comprehensive approach brings together all essential capabilities required for advancing autonomous ride-hailing services.
Over the past decade, CaoCao has strengthened its leadership in shared mobility through extensive trip data collection, advanced dispatching algorithms, and a nationwide service network. Operating China’s largest custom-built fleet has also given the company substantial experience in high‑efficiency fleet operations and asset management—expertise that directly supports its expansion into the Robotaxi era.
CaoCao’s Robotaxi 2.0 program is now in pilot operations, with a focus on enhancing the automated management of large-scale fleets. Central to this phase is the upcoming launch of the CaoCao Intelligent Mobility RAS platform, which will integrate intelligent asset management with smart cockpit and autonomous driving technologies. As part of the transition to Robotaxi 2.0, CaoCao aims to shift from safety‑driver operations to fully driverless services. The company is also exploring hybrid fleet models combining autonomous and human-driven vehicles.
In collaboration with Geely and other strategic partners, CaoCao is also developing a new fully purpose‑built Robotaxi, engineered with proprietary autonomous driving hardware and applications. The first model is scheduled to debut this year, forming the foundation of the planned 100,000‑vehicle deployment by 2030.
A key supporting component of this vision is Geely’s Green Intelligent Mobility Hub, designed as a central pillar of the group’s “green and intelligent mobility ecosystem.” CaoCao has already created a scalable blueprint for building these hubs, which will be rolled out alongside its Robotaxi network. The hubs will deliver automated operational support for customized vehicles and, together with ecosystem partners, help establish a multi-dimensional “Space-Air-Ground Integrated” mobility framework that connects transportation, energy, and data.
Alongside its domestic expansion, CaoCao is accelerating its global outreach. The company recently signed a memorandum of understanding (MOU) with the Abu Dhabi Investment Office (ADIO) and will set up an operations center in Abu Dhabi within the year. This partnership will support pilot programs for autonomous driving and green mobility technologies, as well as the deployment of electric and battery-swapping vehicles. Abu Dhabi will also integrate CaoCao’s proven high‑efficiency battery‑swapping network and operational model within its broader sustainable energy ecosystem.
Looking ahead, CaoCao plans to deepen collaboration across Geely’s business units, with fully purpose‑built Robotaxi fleets as the core and intelligent infrastructure as the backbone. By building an autonomous mobility service network that spans both China and global markets, CaoCao aims to help shape a future of greener, smarter, and more efficient urban transportation.
